Dorothy “Dotti” Bell

Dorothy “Dotti” Bell is a dedicated civil servant with nearly 15 years of experience in both federal and local government. She has successfully led diverse teams in key areas, including performance and budget management, policy development, and internal communications. Dotti is motivated by the opportunity to create meaningful change and achieve optimal success in her leadership role. She values knowledge sharing and the exchange of ideas, believing that aligning enabling factors—such as innovative technologies, effective human capital practices, and systematic budget formulation—is essential for ensuring that decisions lead to desired outcomes. 

Dotti is a proud graduate of Howard University and Bowie State University. She earned a Bachelor of Arts degree in Telecommunications Management with a minor in Economics, and a Master of Arts in Organizational Communications with a focus on Public Relations. 

Dotti is the Founder and CEO of Familiar Faces, LLC, a networking and event-planning company dedicated to bringing people together to celebrate life’s precious moments. The company’s motto is, “A familiar face is hard to forget!” Dotti currently resides in Prince George’s County, Maryland, where she enjoys spending time with her family and friends. In her spare time, she maintains a regular workout regimen and actively engages in community service.
